Open topic on driving innovation uptake of disaster risk solutions

 

SCOPE & EXPECTED OUTCOMES :

 

This topic aims to accelerate the deployment and large-scale adoption of high-TRL disaster risk solutions (DRS) to strengthen Europe’s resilience to climate-related and multi-hazard risks.

The focus is not on early-stage research, but on scaling and integrating mature technologies into existing disaster prevention, preparedness, response and recovery frameworks.

Funded projects should:

  • Promote the uptake and commercialisation of high-TRL DRS technologies by public and private actors.
  • Demonstrate large-scale, real-world validation of these solutions.
  • Develop governance models, interoperability standards and guidelines to support integration into national and EU civil protection systems.
  • Address technical, regulatory, financial and social barriers to deployment.
  • Build synergies with EU mechanisms such as the Union Civil Protection Mechanism (UCPM).
  • Increase the visibility of EU civil security research results.

Digital tools such as AI, digital twins (e.g. Destination Earth) and IoT applications are encouraged.

The overall objective is to bridge the gap between innovation and operational uptake, ensuring proven disaster resilience solutions are effectively implemented at scale across Europe.

 

ELIGIBLE APPLICANTS :

 

At least 3 independent legal entities from 3 different EU Member States or Associated Countries.

Consortia should include:

  • Research and innovation organisations
  • Civil protection authorities and/or first responders
  • Public authorities at different governance levels
  • Technology providers and SMEs
  • Private-sector actors involved in disaster risk management
